Environmental Improvements Through Markets: An Overview of Cap-and-Trade and Carbon Markets

Dr. Mark Nechodom is the Administrator of the Agricultural Sciences Division at the Montana Department of Agriculture in Helena, where he recently started in December 2017. A native of eastern Washington State, he grew up working the farms, orchards and ranches of the Pacific Northwest, and he is happy to be able to return to the intermountain west.

Dr. Nechodom was appointed in 2011 by Governor Brown to head the California Department of Conservation, with responsibilities for regulation of oil and gas production, surface mining reclamation enforcement, farmland protection, and earthquake and tsunami planning and response.  During his tenure at Conservation, he led fundamental transformations in the regulation of oil and gas production in the state, including fracking and groundwater protection.  He negotiated basic changes in the state’s outdated surface mining law, and consolidated the long-term financial and scientific foundation of the California Geological Survey in state statute. Under his leadership, the state expanded its historic farmland protection programs to integrate climate mitigation, water infrastructure, and major solar and wind initiatives.

As a senior official in the Obama administration, Nechodom helped establish the new USDA Office of Environmental Markets, where he served as Deputy Director for Climate and Energy and Acting Director.  He served as a senior advisor to the Secretary of Agriculture on cap-and-trade and greenhouse gas reductions.  His scientific career includes senior scientist with the US Forest Service and research faculty at the University of California, Davis, where he led major research initiatives on biomass energy, greenhouse gas markets, and life-cycle analysis of renewable energy systems.

Dr. Nechodom earned a doctorate in political science and environmental policy from the University of California, Santa Cruz.
